Technical Expert Panels
A Technical Expert Panel (TEP) was convened for each chapter and served as part of the rigorous process that we used to select the indicators included in the Report. For each chapter, potential indicators were identified through an extensive review of existing indicators from peer-reviewed and "grey" (unpublished) literature. These indicators were then evaluated by the chapter-specific TEP which participated in a modified Delphi process, consisting of an online survey and an in-person meeting to rate and select the final set of indicators to be used in the Report.
